Appropriation Ordinance establishes the ceiling for spending by the city. Does not mean that sufficient revenues will be received to make such expenditures.

Administrative Budget represents how the many city programs and services for the coming fiscal year are translated into a specific financial plan and establishes a more conservative spending ceiling based on realistic anticipated revenues.
