The City of Alton (“City“), by this Request for Proposal (“RFP“), sets forth its intent to consider development proposals for city-owned property currently referred to as Wadlow Town Center (“Property“). The City invites developers, end-users and interested parties (collectively “Respondent“) to submit plans for the aforementioned property which is the subject of this solicitation.
