DEPARTMENT DESCRIPTION
Many of the functions of the Civil Service and Human Resources Department overlap. The Human Resources and Civil Service Departments have two employees: The Chief Examiner and Deputy Chief Examiner. The Director and Assistant Director perform jobs relating to the operations of both offices.
The Civil Service Department performs most (90%) of the City’s hiring, which includes compiling and maintaining mandatory new hiring lists for the police and fire departments. The Department compiles a database of applicants for City positions, especially police and fire, and maintains hiring lists for departments as well as the promotional lists for all ranks in the police and fire departments.
Civil Service oversees, with consultation from the Personnel Department, promotions within other departments. This includes arranging for tests and promotion boards. Civil Service updates and maintains employee evaluations and represents the City at various job fairs. The Department prepares information and meeting packets for the Civil Service Commissioners and conducts bi-monthly Civil Service Commission meetings.
The Department is responsible for personnel records of Civil Service employees. In addition, the Civil Service Department handles drug screening for employees subject to random drug testing, schedules psychological and medical exams for employees and maintains records of the exams, and conducts background investigations (except for the Police Department employees). Civil Service prepares, reviews, updates, and maintains job descriptions.
